DRAFT MARULAN FLOOD STUDY – POST EXHIBITION REPORT

The amended Marulan Flood Study was adopted by Council and will take effect from 1 August 2023. The study can be found within the minutes on Councils website.

DRAFT PLAN OF MANAGEMENT - CARR CONFOY SPORTSGROUND & PARK

The draft Plan of Management - Carr Confoy Sportsground and Park was adopted. A copy of the adopted Plan of Management will be sent to Crown Lands and will be made available on Council’s website.

COUNCIL PRIORITY PROJECTS 2023-2026

As part of the Organisational Development Plan which was adopted by Council at its meeting held on the 20 December 2022, Council has prepared a “Priority Projects Prospectus” document to assist in obtaining funding from both government and private proponents. This action is referred to in the Organisational Development Plan under title G14.1 Advocacy. Council endorsed the Council Priority Projects 2023-2026 Prospectus with an amendment.

ADVOCACY WORKING PARTY TERMS OF REFERENCE

As part of the Organisational Development Plan which was adopted by Council at its meeting held on the 20 December 2022, Council was to “Establish an advocacy advisory committee within Council.” to assist in obtaining funding from both government and private proponents. This action is referred to in the Organisational Development Plan under title G14.2 Advocacy.

Council endorsed the Advocacy Working Party Terms of Reference. In addition to the Mayor, Councillor Bob Kirk and Councillor Jason Shepherd were nominated as the Councillor representatives on the Advocacy Working Party.

MONTHLY FINANCIAL REPORT

The Monthly Financial Report was received, this report provides details on Council’s actual income and expenditure compared to the estimate of Council’s income and expenditure. Budget variations contained within the report were approved.

2023-2024 OPERATIONAL PLAN ADOPTION - INTERNAL REVIEW

The report of the Director Corporate & Community Services on the 2023-2024 Operational Plan Adoption – Internal Review was received.

As a result of the internal review undertaken by staff during the exhibition period various changes will be made to the Draft Operational Plan. These changes can be found within the minutes on Council’s website.

2023-2024 OPERATIONAL PLAN ADOPTION - EXTERNAL SUBMISSIONS

The report by the Director Business Services on the 2023-2024 Operational Plan Adoption – External Submissions was received.

In relation to the submission received no changes will be made to the draft budget, and the request will be referred to the Belmore Park Plan of Management. This request can be found within the minutes on Council’s website.

The 2023-2024 Operational plan was adopted with the approved budget amendments as per the internal review mentioned above.

MAKING OF RATES AND CHARGES

The report from the Director Corporate & Community Services on Making of Rates and Charges was received. The rates and charges in the 2023/24 Operational Plan commencing 1 July 2023 will be made as detailed in a table, this table is available within the minutes on Council’s website.

STATEMENT OF INVESTMENTS & BANK BALANCES

Council noted the report on the Statement of Investments and Bank Balances.

The amount of investments and bank balances reported to Council as at the end of March 2023 was $115,031,064 meaning that this month’s balance of $115,349,007 equates to an increase of $317,943 in investments and cash held.

POLICY REVIEW - MEDIA POLICY

Council’s Media Policy has been reviewed and updated to align with the Office of Local Government’s (OLG) Model Media Policy. The OLG Model Media Policy was developed following consultation with the local government sector and reflects best practice in the local government sector. Council’s reviewed Media Policy will be placed on public exhibition for 28 days.  The reviewed Media Policy will be adopted at the end of the public exhibition period if no submissions are received.

COUNCILS OPERATIONAL UPDATE - May 2023

The report from the Chief Executive Officer on the Council’s Operational Update for May 2023 was received and noted. The purpose of this report is to provide a monthly update on Council’s operational activities.
